Using Disposable Consumables in a Beauty Salon: A Legal Perspective.
When preparing beauty salons for planned inspections, salon owners often ask the question: how do inspectors view the use of disposable consumables?
In practice, the use of disposable consumables raises fewer questions from Rospotrebnadzor (Russian Federal Service for Surveillance on Consumer Rights Protection and Human Wellbeing) than reusable linens. The use of disposable sheets, covers for massage tables, towels, personal protective equipment, and clothing for clients is generally perceived positively.
Why? The answer is simple: inspectors have no reason to suspect deception by salon staff. When asked about how linens for clients are stored, the administrator opens a cabinet and shows a stack of disposable towels, explaining that the salon uses disposable items that are disposed of after procedures. If a salon uses reusable linens, additional questions arise: how are they laundered, disinfected, and stored.
Many beauty industry enterprises use laundry or dry cleaning services. In this case, it is necessary to provide documents confirming laundering. In practice, it often turns out that such agreements are fictitious, and inspectors lose trust in them, so be prepared for an "intensive interrogation."
Regarding the use of personal protective equipment by technicians, which is mandatory in nail services and cosmetology (gloves, masks), it can be said that their absence not only angers inspectors but also threatens the salon with a serious fine.
Another important point concerns the use of disposable tools for providing various services, such as spatulas for depilation, disposable files, and caps for manicure/pedicure. You won't find a direct indication in legislative documents that these tools must be disposable. Sanitary rules, which regulate hygiene norms, were developed a long time ago, and such nuances are not taken into account.
Therefore, this issue is considered from a different perspective. For example, there is a norm requiring absolute sterility of manicure/pedicure tools. Ensuring the sterility of files with abrasives is impossible: the filings, getting stuck in the abrasive, prevent proper disinfection, pre-sterilization cleaning, and sterilization of the instrument. Inspectors have the right to take swabs from reusable files and establish the fact that the instrument is not sterile.
